El Salvador reaches Agreement with Paraguay on Cryptocurrency Regulation

El Salvador and Paraguay have recently signed a Memorandum of Understanding (MOU) to enhance cooperation in cryptocurrency regulation. This agreement aims to improve oversight of digital asset service providers, strengthen anti-money laundering (AML) measures, and detect unauthorized cryptocurrency operations within Paraguay.

The MOU was signed between Paraguay’s Secretariat for the Prevention of Money Laundering (SEPRELAD) and El Salvador’s National Digital Assets Commission Comisión Nacional de Activos Digitales (CNAD). This collaboration seeks to bolster financial integrity and foster innovation in the digital economy.

El Salvador has been proactive in establishing a robust regulatory framework for digital assets. The Comisión Nacional de Activos Digitales (CNAD) serves as the sole authority for licensing cryptocurrency operators in the country, ensuring compliance and setting a standard for other nations. This agreement with Paraguay follows a similar pact signed with Argentina’s National Securities Commission Comisión Nacional de Valores (CNV) in December 2024, indicating El Salvador’s commitment to fostering international alliances for transparent and secure digital asset management.

Paraguay’s central bank has recently advised citizens against engaging with unregulated crypto entities, emphasizing the importance of this agreement in strengthening the country’s regulatory framework.

This partnership between El Salvador and Paraguay represents a significant step toward unified cryptocurrency regulation in Latin America, aiming to enhance security, combat financial crimes, and protect investors in the rapidly evolving digital asset landscape.
