Yep, it even beat Hong Kong and Zurich, according to Multipolitan’s 2025 report.
The ranking looked at things like crypto laws, taxes, digital infrastructure, and quality of life.
Ljubljana checked all the boxes — and then some.
It’s not just about having Bitcoin ATMs on every corner.
Multipolitan also looked at internet speed, house prices, and how easy it is to get a crypto license.
Ljubljana scored big thanks to its strong crypto culture and wide retail acceptance.
Singapore and Abu Dhabi came in fourth and fifth.
They’re known for low taxes and now for attracting crypto startups.
Meanwhile, Madison, Wisconsin was the only American city that made the cut.
It tied for 11th with Doha, Riyadh, and Riga.
Slovenia didn’t just win for crypto-friendliness.
It also topped the Crypto Wealth Index with the average holder owning $240,500.
Cyprus came second, Hong Kong third — and the U.S. came in 17th.
Slovenia is part of the EU, so it follows MiCA regulations, which most see as crypto-positive.
Ljubljana is also home to Blockchain Alliance Europe and Blocksquare — real players in crypto real estate.
