Montenegro’s Justice Minister, Bojan Božović, has approved the extradition of Terraform Labs co-founder Do Kwon to the United States. This decision came after the Constitutional Court dismissed Kwon’s appeal against extradition.

South Korea’s Request Denied

While South Korea also sought Kwon’s extradition, Montenegro chose the U.S., stating that it met more legal criteria for the transfer.

Kwon, arrested in Montenegro in June 2023 for using a fake passport, faced competing extradition requests from the U.S. and South Korea. The case involved multiple appeals and reversals:

November 2023: Montenegro’s High Court approved extradition but left the final decision to the justice minister.

May 2024: Kwon’s defense team successfully appealed the decision, sending the case to the highest court.

August 2024: Montenegro’s Appellate Court ruled in favor of extraditing Kwon to South Korea.

September 2024: The justice minister reviewed the case again, considering both countries’ requests.

October 2024: The minister decided on the U.S., but the decision was delayed by Kwon’s legal team filing another appeal.

Final Decision

After the appeal was denied, Montenegro approved Kwon’s extradition to the U.S., likely ending the years-long legal proceedings.
